A meeting of European Union leaders on Monday in Brussels is to “pave the way for the decisions” the EU has to make in the coming months, said European Council President António Costa.

The intention of the first leaders’ meeting exclusively dedicated to defence “is to have a frank, open and free discussion,” Costa said as he arrived at the gathering.

Costa wants to identify priorities for building defence capacities, discuss ideas for financing and strengthen existing partnerships.

NATO Secretary General Mark Rutte and British Prime Minister Keir Starmer are expected to join the discussions.
